New lists up

Good Morning,

Joakim, can you pls. add to the archives page - section list archives - the
following lists:

WG-Spam
WG-VNSoft

The Spam WG would also need a page and a link on the WorkingGroups page
under area "PublicPolicy".
Giang did some time ago already a translation of an ISOC anti-spam article.
This could be the first document of the new WG.

The VNSoft members should later decide by themselves under which area they
like to be listed.

I will go to promote the Spam WG - hopefully today....
